This particular section of the book ( page 19 ) on racing cycles observed the trend towards "Italian" style lugs, in particular the move away from fancier lug forms like the Nervex Professional. Rebours drawing shows here a typical Flying Scot frame, any time from the late 1950s onwards when the plain Prugnat long & short point lugs started to appear on the frames. It wasn't until the 1970s however that Rattrays abandoned entirely the likes of the Nervex Pro, such was customer choice and demand.

Literally translated the caption to the sketch reads "Direction of a model of English race whose connections are of Italian style ; one notices the greasing device of the lower basin" !

It's not known in what publication this drawing was first used, however judging by the attention to detail around the headset, it may well have been at the time of the introduction of Rattrays headset patented in Britain and France, and later produced by Brampton as a variant of the 'Alatet'.
